BUILDING COMMUNICATION ACCESSIBLE SCHOOLS

Abstract

Communication accessibility is essential to meaningful education for Deaf and hard-of-hearing students and extends beyond physical placement, interpreters, technology, or documented accommodations. Meaningful access requires students to understand instruction, communicate with teachers and peers, participate in academic and extracurricular activities, access digital content and emergency information, and engage fully in school life. Consistent with IDEA’s consideration of individualized language and communication needs (U.S. Department of Education), this white paper proposes a Communication-Accessible School Model built around six continuous stages: Assess Communication Needs → Prepare Educators → Design Accessible Instruction → Coordinate Supports → Monitor Participation → Improve Access. The model integrates educator training, sign-language awareness, teacher-interpreter collaboration, accessible instructional design, captioning, assistive technology, family engagement, and continuous evaluation. By embedding communication accessibility into instructional practice and school operations, the framework seeks to strengthen educational access, participation, belonging, self-advocacy, transition readiness, and equity for Deaf and hard-of-hearing students.
