The Philippines has long recognized that its global diaspora can contribute to national development through more than remittances and philanthropy. Professional knowledge, technical expertise, institutional experience, and transnational networks can also be mobilized as development resources when they are connected to identified Philippine needs through accountable local institutions. This white paper advances an education-sector application of that principle. It proposes a Bayanihan Teachers knowledge-mobilization framework through which the professional expertise of overseas Filipino educators can be documented, localized, transferred to Philippine teachers, tested in authorized school settings, evaluated through evidence, and progressively placed under Philippine leadership. The framework is aligned conceptually with the Commission on Filipinos Overseas (CFO) BaLinkBayan platform, which seeks to harness the knowledge, expertise, skills, networks, and resources of overseas Filipinos for Philippine development, and with the CFO LINKAPIL skills- and knowledge-transfer mechanism and Balik Turo education track. It is also consistent with Republic Act No. 11293, the Philippine Innovation Act, which establishes a Diaspora for Innovation and Development Program to mobilize high-level Filipino diaspora expertise for institutions and programs that need it. Using mathematics recovery as the initial application, the paper integrates the Academic Recovery and Accessible Learning (ARAL) Program, Learning Action Cells, school-based professional learning, family engagement, inclusive instruction, train-the-trainer development, and Philippine institutional control. The central argument is that diaspora knowledge transfer should be judged not by the number of seminars delivered, but by durable local capability: Philippine-adapted resources, trained local facilitators, school-based implementation routines, evidence-informed revision, and decreasing dependence on the original overseas contributor.[1][2]
