Abstract

This white paper proposes a five-year, Philippine-led knowledge-transfer initiative to strengthen practical special education capacity in participating basic-education schools. The initiative is designed to help educators translate inclusive-education commitments into usable classroom routines: learner profiling, differentiated instruction, individualized planning, positive behavior support, accessible learning resources, family communication, and peer-led professional learning. It is structured as a supplementary capability-building undertaking. It does not replace the authority of the Department of Education, school divisions, school heads, licensed health professionals, or existing school processes.

The proposal draws on Mark Anthony M. Rellores's sustained work in special education, including self-contained and resource-room practice, individualized educational planning, differentiated instruction, behavior support, family collaboration, teacher mentoring, curriculum work, and school-level quality improvement. His preparation also includes science education, school leadership, nursing, and health-promotion training. The proposed contribution is therefore not limited to a one-time lecture. It is a continuing educator-to-educator model that develops locally usable tools, supports implementation, and deliberately transfers facilitation responsibility to Philippine counterparts.

The central premise is straightforward: inclusive education becomes more durable when teachers can identify a barrier to learning, select appropriate instructional or environmental support, document what was tried, review the response, and improve practice with colleagues and families. The five-year design begins with local contextualization and readiness work, proceeds through LAC-aligned learning modules and guided pilots, then moves toward local trainer development, replication, and Philippine-led sustainment.
